Waikato District Council is awaiting a decision by the Minister for the Environment by late September or early October on its request to extend the deadline for a decision on the Proposed Waikato District Plan.

The Council sought Ministerial approval to extend the decision deadline from 18 September 2021 until 17 January 2022 after receiving a recommendation from the independent PDP hearing panel at the Council meeting in June. Accordingly, the decision on the PDP will be delayed until the Ministerial decision has been received and the deadline determined.

We are currently reviewing the District Plan, which sets the rules for how the district’s land can be used, developed and subdivided. The Resource Management Act 1991 (RMA) requires us to review our District Plan every 10 years.

We have drafted a new District Plan which covers all of the Waikato district, so instead of two District Plans there will be one. The Proposed Waikato District Plan is being reviewed in two stages.

We publicly notified Stage 1 of the Proposed Waikato District Plan on 18 July 2018, and Stage 2 on 27 July 2020. Once fully tested through the RMA process and free of legal challenge, the Proposed Waikato District Plan will become the next Operative Waikato District Plan that will replace the current Waikato and Franklin sections.

More than 900 submissions, covering more than 10,000 individual submission points on the PDP, were received after it was notified in 2018.  Final hearings took place in July this year via the pioneering use of videoconferencing that began during the COVID-19 lockdown last year to make participation easier for submitters.
